Edona A. Bytyçi
Edona Bytyçi is the Founder and Managing Attorney of Bytyçi Law Firm LLC. She advises businesses and private clients on corporate, regulatory, and dispute resolution matters, with a focus on structured strategy, risk mitigation, and long-term stability.
Her practice is grounded in independence, clarity, and disciplined execution. She works closely with clients to assess legal exposure, design preventive solutions, and protect both legal and commercial interests.
Prior Experiences
She has over 19 years of professional experience across private legal practice, public institutions, and international development programs.
She has served in senior advisory roles on USAID and EU-funded reform projects, where she acted as a key legal advisor in the drafting, amendment, and implementation of core economic and procedural legislation, including the Law on Enforcement Procedure, Civil Procedure Laws, Law on Obligational Relationships, Law on Bankruptcy, Law on Business Organizations, and other related commercial and civil legislation. Her work involved direct cooperation with the Ministry of Justice, the Kosovo Judicial Council, the Commercial Court, and professional chambers.
In addition, she supported the Commercial Court in institutional capacity building, including the drafting of the Commercial Court’s Strategy for 2024-2026 and related operational documents. She also provided advisory support to the Chamber of Private Enforcement Agents, on development of institutional strategies, internal governance and operational policies, including HR policies, and memoranda of understanding with international institutions, other countries chambers and local institutions.
Ms. Bytyçi previously served as Legal Officer at the Central Bank of Kosovo, with responsibilities covering regulatory compliance, legislative drafting, contracts, internal policies, and representation before courts and administrative bodies. As an OECD–SIGMA expert, contributing to comparative legal analysis and legislative reform in the field of administrative justice. She has also acted as Training Coordinator for the USAID, designing professional training programs and legal manuals in cooperation with the University of Prishtina Faculty of Law and international academics. Her professional background further includes corporate legal administration for a private company and active civil litigation practice in a law firm.
This combined institutional and practical experience allows the Firm to advise clients with a realistic understanding of how laws are applied in practice.

Senior Legal Advisor, USAID Commercial Justice Program Led reforms in Kosovo’s private enforcement system, supported the Commercial Court and Kosovo Judicial Council on strategic development, drafted legislation on civil procedure, enforcement, and administrative law, and advised the Chamber of Private Enforcement Agents on regulatory and strategic planning.
Legal Expert, EU Public Administration Reform Project
Strengthened institutional frameworks, harmonized procedures, and delivered training to civil servants in collaboration with the Ministry of Public Administration.
Legal Officer, Central Bank of Kosovo
Managed regulatory compliance, drafted legislation, contracts, and policies, and represented the CBK before courts and administrative bodies.
OECD-SIGMA Expert – Co-authored analyses and drafted concept documents on administrative justice and dispute resolution, proposing reforms to strengthen efficiency and fairness. I have been actively involved in drafting high-level legal and strategic documents, recognized by both local and international partners.
